How to fix missing 'Add New Plugin' menu

If you are using WordPress, and suddenly realise that the Add-New-Plugin-button no longer appears in your Wordpress Admin dashboard, there maybe 3 possible reasons that might have caused i which are :

Possibility 1 :  It might have been caused by the 'theme' that you are currently using.

Or, Possibility 2 : It might have been caused by one of the 'plugins' that you're currently using, which might have disabled the 'edit' function in your website.

Or, Possibility 3 :  You, or your Web Developer, might have inserted the below command manually, in your WP Config dot PHP file.

Cara untuk baiki butang 'Add New Plugin' yang hilang

Jika anda guna WordPress, dan tiba2 dapati butang 'Add New' Plugin sudah tidak muncul di dashboard WP-Admin, mungkin ada 3 kemungkinan, yang menyebabkan kejadian tersebut, iaitu samada :
